Special assessments often require a homeowner-vote if the quantity exceeds a prescribed limit established within the association’s by-legal guidelines. In California, for example, a special assessment could be imposed by a board, and not using a membership vote, solely when the whole assessment is 5 % or less of the affiliation’s annual budget. Therefore, in the case of a 25-unit association with a $one hundred,000 annual operating finances, the board may only impose a $5,000 evaluation on the entire population ($5,000 divided by 25 units equals $200 per unit). California regulation has strictly limited the prerogatives of boards by requiring hearings before fines can be levied after which lowering the size of such fines even when the owner-members do not seem.
